Wilmington’s LTCP Story: Proven Track Record of Addressing CSOs

The City of Wilmington, DE has been developing a series of increasingly improved Long Term Control Plans since the early 1990s.

The City’s approach to addressing combined sewer overflow control and total maximum daily load requirements is to keep their focus on key project implementations and performance monitoring, which has led to considerable progress in reducing pollution despite unforeseen challenges. This adaptive management approach provides continuous environmental and operational improvements while developing valuable partnerships through state, federal and local stakeholder support, and integrating innovations, such as real time control, green infrastructure and source control to ensure sustainable future progress with meaningful results.
